Kicking Javascript to the Footer in Drupal 8?

As a platform, Drupal has excellent javascript support. Drupal 7 will ship with jQuery 1.4.2 and jQuery UI 1.8, which will make it even easier to build rich user interactions with Drupal.
Drupal supports aggregating javascript files to reduce the number of network connections a browser must open to load a page. It is common practice for Drupal themes to put the <script> tag in the <head> section of the page.
